Bill was born on the family farm east of Wann, Oklahoma on September 6, 1930 to Wesley J. and Mattie E. (Gaskill) Taggart. He graduated from Wann High School in 1949. He enlisted in the U.S. Army in February 1951 and received an honorable discharge in February 1954 at the rank of Sgt. 1st Class. He served in Korea from January 1952 to December 1953.

He was a long-time member of the American Legion James H. Teel Post #105 and a member of Dewey First Christian Church.

He loved to tease and play jokes on everyone, especially his grandchildren and great grandchildren. He loved to go camping for months at a time, mostly at Osage Hills State Park and Wah-Sha-She State Park at Hulah Lake.

Bill enjoyed taking care of his livestock but was most happy when cutting and baling hay.
