Roy "Gib" Rainey was born in Enid, Okla., the son of Tom Gilbert Rainey and Mildred (Hartman) Rainey.
He was married to Patricia Camp Rainey on April 29, 1955, in Waukomis, Okla., at Waukomis Christian Church.
Gib attended school in Enid and graduated from Waukomis High School in 1947. He graduated from Oklahoma State University with a degree in geology. He also pursued other educational studies by completing all requirements for a master of arts in public administration at the Kellogg Center, University of Oklahoma; Graduate School Arizona State University in public administration; paralegal certificate, Idaho State University; and graduated from the U.S. Park Service Academy in Yosemite National Park, California.
He served his country during the Korean War by enlisting in the Navy and was honorably discharged as an Aerographer's Mate, Third Class.
Gib started his work career at the city of Enid Waterworks Department before starting higher education endeavors. Most of his life was spent in two fascinating occupations during his life. First was his service in Public Administration of Parks and Recreation. This started in Norman, where he was director of Parks and Recreation. While there, he served as Norman Director of Budget and Personnel and Assistant and Acting City Manager. For five years, he serviced in the U.S. National Park Service, Grand Canyon, Ariz., as a park ranger and supervisor ranger at Canyon de Chelly National Monument, Arizonia.
The second part of his career path was in city administration. He served as city manager and/or administrator in a variety of cities in the west or northwest United States. These included: Glenwood Springs, Colo., Soda Springs, Idaho, Brookings, Ore., and Sun Valley, Idaho. It was here that he and Pat retired and lived on an island near Seattle, Wash., and later in Enid, Okla.
It wasn't long before he was lured to serve interim city manager positions in Woodinville, Wash., Cordell, Okla., Anadarko, Okla., Okeene, Okla., and Perry, Okla. In 2008, he permanently retired to his home in Enid.
Gib belonged to many professional organizations and served as past president of the Sons and Daughters of the Cherokee Strip. He was a member of the Masonic Lodge in Grand Canyon, Ariz., a Rotary International Paul Harris Fellow and a member of the Westminster Presbyterian Church.
Gib is survived by his wife, Pat, and Popy his little dog of the home; daughter, Kathleen Plummer of Oklahoma City; sons, David Rainey and wife Barbara of Reno, Nev., and Phillip Rainey and wife Gretchen of Oceanside, Calif.; sister, Sydney Rainey of Enid; grandsons, Roy Don Plummer and wife Sara of New York, Ryan Plummer of San Francisco, Calif., David Plummer and wife Erin of Minneapolis, Minn., Nate Plummer of Oklahoma City, and Tom and Daniel Rainey of Reno, Nev.; granddaughter, Skye Rainey of California; three great grandchildren, Lewis and Jenna Plummer, New York, and William Plummer, Minnesota; extended family, Kay and Dan Dillingham and family of Enid, John and Pat Camp and family of Lubbock, Texas, and Rick and Annie Camp and family of Houston, Texas; and a host of friends across the country.
Gib was preceded in death by his parents and in-laws John "Happy" Camp and wife Vera, formerly of Waukomis, and grandparents, George and Luretta (Gilbert) Rainey and Roy and Alyce (Hulen) Hartman.
The family plans a memorial celebration at a later time.
Gib's last wish was to drive his homemade Model T in the Cherokee Strip Parade in September and he did it!
Memorials may be made in his name to Enid SPCA, Enid Hospice Circle of Love, OMRF, cancer division, or a charity of choice.
