William John Phillips was born on March 12, 1965 at Ideal Hospital in Endicott, New York to Kenneth and Patricia Phillips. Willie had two sisters Kimberly Ann and Katherine Ruth. He passed away on July 11, 2019 after a short illness. He was 54 years old.
He moved to Enid in 1971 and lived at Enid State School (NORCE) until 2014 when he moved in to a home in Enid. He then moved into another home in 2017 with roommates Debra Gragg and Carol Power. He was cared for by many loving people through the years.
Willie graduated from Cherokee Park School in 1986 and most recently worked at 4RKids in Enid.
Willie loved to have people talk to him and when they did, he would respond with laughs, giggles and smiles. He loved musical instruments and other things that made noise. Willie’s happiness was infections to those around him.
He is survived by his parents and sisters and many friends and caregivers.
