Billy Ray Neel

November 16, 1957 ~ January 23, 2026

Billy Ray Neel, 68, of Tulsa, OK, was born November 16, 1957, in Tahlequah, OK, to Harold Neel and Darlene (Ruckman) Neel. He passed away January 23, 2026, in Tulsa, OK.

Billy worked for many years as a mechanic in addition to assisting with tires by making sure they were grooved out properly. He loved going fishing, gardening, traveling, and riding bikes. He had an intense love of music and enjoyed listening to all kinds of genres. Billy especially loved spending time watching his grandkids play sports and just being with his family.

He is survived by his sons, William Neel and Randall Neel; daughter, Shelby Neel and husband, Ryan Columbia; grandchildren, Carter, Gracelynn, Charlotte, and Ember; brother, Bobby Neel and wife, Anita; Rhoda, Rob, and Rhonda; several nieces and nephews; and many other relatives and friends.

He was preceded in death by his mother, Darlene Evans; father, Harold Neel; brother, Randall; grandmothers, Leona and Zelma; and grandfather, Alvin.

Arrangements and services were entrusted to Johnson Funeral Home, Sperry.
