Phyllis was born on January 13, 1926 in Kaw City, Oklahoma to Pearlie Francis and Cora Pearl (Cook) Headrick. Phyllis graduated from Bowlegs High School in Bowlegs, Oklahoma. After graduation, she passed the Civil Service test and began working at the Pentagon for the Judge Advocate General's Office. She married Ralph E. Billings on September 24, 1947 in Shidler, Oklahoma. They made their first home in Seminole, Oklahoma, prior to moving to Ponca City, where Ralph worked for Continental Oil Company. Phyllis then worked as a secretary for the Grand Avenue Church of Chirst for 23 years. She was diligent; working with bible class, church functions and helping with meals. She was an encouragement to many young mothers; which inspired her to open and run a daycare from her home for three years.
The greatest joy Phyllis had, was being a great wife, loving mother and grandmother. She understood the importance of being a Christ like example, not only to her family, but her friends and church family as well. She was the rock her family turned to in times of trouble and she always made you feel that it would all work out for the good. The example of unconditional love that she gave, will live on in the lives of her children and all those she touched.
