He was the son of Emanuel Baxter and Charolette [Miller] Baxter. He is also survived by his Sister-Karen Lippert Brother-Emanuel Raymond Baxter, Jr. Arrangements are being handled by Mercer-Adams Funeral Service, 3925 N. Asbury, Bethany, Oklahoma.
