Earl Bay (E.B.) Mitchell, Jr., died Sunday, March 23, 2003, in Enid. He was born May 13, 1924, in Enid, to Earl B. Mitchell, Sr. and Pearl Marguerite Chatt Mitchell. He was preceded in death by his parents, by a sister, Arlene Ehlers of Concord, Massachusetts, and by a brother, John Chatt (J.C.) Mitchell of Enid. E.B. attended Enid Public Schools and the University of Oklahoma, where he was a member of Beta Theta Pi Fraternity. His college years were interrupted by WWII, during which he served as an artillery officer in the U.S. Army, seeing action in the Philippines and New Guinea.
After the war, he returned to OU and earned a law degree in 1949. On March 3, 1951, E.B. married Jean Elizabeth Adams, of Duncan, Oklahoma. He returned to Enid where he worked as an Assistant County Attorney, then as County Attorney for Garfield County. In 1952, he joined his father's law firm, Simons, Mitchell, Hedrick and Munn, and was in the private practice of law in Enid since that time. For many years, he was the senior partner in the law firm of Mitchell and DeClerck.
He was a member of the Oklahoma, Garfield County, and American Bar Associations. He was also a member of the prestigious American College of Trial Lawyers and was well known and respected throughout Oklahoma. He was Past Chairman of the Oklahoma Securities Commission, Enid Civil Service Commission and other community organizations. He was a Past-President of the Enid Chamber of Commerce and, for six years, he served on the Board of Trustees of Saint Mary's Hospital in Enid.
He was known and respected for his professionalism, skill and integrity across the state of Oklahoma. He was always open to advise other lawyers on legal issues. In earlier years, he was an avid hunter and hunted all over the world. E.B. always loved to travel and he and his wife, Jean, traveled extensively.
He is survived by Jean Elizabeth Mitchell, his wife of 52 years; daughters, Marilyn Mitchell of Enid, and Donna Rasor and her husband, Paul of Philadelphia, Pennsylvania; his son, Bay Mitchell and his wife, Debra of Edmond, Oklahoma; grandchildren, Hallie Morris, Elijah Lavicky, Elliott Mitchell, Madeline Mitchell and Adam Mitchell; and great granddaughter, Chloe Morris. E.B. is also survived by his sisters, Mary Ellen Lee and Billie Ake.
E.B. was a member of First Presbyterian Church of Enid. He will be remembered for his superior skills as a lawyer, for his professionalism and quiet dignity and for his wit and good humor. He was a lawyer's lawyer.
Funeral services will be Wednesday, March 26, 2003, at 2:00 p.m., in First Presbyterian Church with Dr. John Crawford officiating. Burial will follow in Memorial Park Cemetery under the direction of Brown-Cummings Funeral Home.
Memorials may be made to the First Presbyterian Church of Enid or to the Boy Scouts of America with Brown-Cummings Funeral Home serving as custodian of the fund.
