Born April 30, 1903, in Floyd County, Texas, Mr. Goins died September 27, 1991, in an Ardmore hospital after a brief illness.
He was the son of James Able and Fannie Hampton Goins. After graduating from high school in Lockney, Texas, Mr. Goins attended West Texas State University at Canyon, Texas. In 1923 he entered the University of Oklahoma and graduated with a law degree there in 1928. He was a member of the Acacia National Fraternity and had served as President of the OU Dad’s Day Association. Mr. Goins moved to Marietta in 1928, and was appointed Love County Judge to fill out an unexpired term. He served six years. He was elected District Judge of the Twentieth Judicial District in 1934 and served 12 years. Mr. Goins also served as a member of the Court of Tax Review during these years by appointment of the governor. He was married to Rose Riley at Marietta in 1932. Mr. Goins and his family moved to Ardmore in 1947 where he and Jack H. Smith formed a partnership that lasted 40 years.
Mr. Goins served on the Oklahoma Highway Commission from 1951 to 1959 by appointments from Governor Johnston Murray and Governor Raymond Gary. He also was a member of the Board of Trustees for the University of the Ozarks, Clarksville, Arkansas, for six years. A member and elder of the First Presbyterian Church, Mr. Goins was also a member of the Rotary Club, Masonic Lodge 31 AF & AM, the McAlister Consistory, and the Oklahoma and Carter County Bar Associations.
Survivors include his wife, Mrs. Rose Riley Goins of the home in Ardmore; a son, James Riley Goins of Norman; two daughters, Ann Harris of Shawnee and Jan McCain of Shreveport, Louisiana; a sister, Glessie Goins of Plainview, Texas; four grandchildren, Michael Goins Harris of Little Rock, Arkansas, James David Harris, Sally Louise Goins, and Laura Ann Goins of Norman; and a great-granddaughter, Sara Ann Harris of Little Rock.
Services were under the direction of Harvey-Douglas Funeral Home, Ardmore, with interment in Rose Hill Cemetery.
Serving as bearers were Michael Goins Harris, James David Harris, B.C. Harris, Harry B. McCain, Charles F. Williams, Tom R. Riley, Lon Davis, and Jack H. Smith.
