Lowell Laguinn Carter was born on June 23rd, 1926 to Jesse and Allie Carter of Sayre, Oklahoma. He joined his Lord on Friday, March 8th, 2019 at the age of 92 years and 8 months and 13 days. 

As a young man he served in the U.S. Army during the Korean war, and was a proud veteran of the country he loved. He married Joyce Weaver Titsworth in June of 1958 and became a father to Cheryl Ann Titsworth.  L.L. as he was known by his friends, worked for the Oklahoma Highway Department and retired after over 20 years of service in 1986. Laguinn as he was known by his family, was a fun loving, easy going, hard-working man who was dedicated to his family and friends. He lived in western Oklahoma all of his life and spent his final years in the Elkwood Assisted Living Center. 

He was proceeded in death by his wife, Joyce Carter, his daughter, Cheryl Ann Titsworth Cloud, his parents, three brothers and 2 sisters. 

He is survived by his son-in-law, Jimmy Cloud; his grandchildren, Nova Cloud Wright and husband David and Brandon Cloud and wife Danita all of Elk City, Misty Cloud Bashaw and husband Robert of Yukon, and Heather Cloud Williams of Tulsa; by his great grandchildren; Rowdy Cloud, Myriah Wright, Ty Cloud, Faith Wright, Riley Cloud and wife Kristen, Reece Bashaw, Dominic Williams, and Dexter Williams; and his soon to be born great-great grandchild; one brother, Bobbie Carter, and one sister, Corene Carter Kingham, as well as a host of other family and friends.
